Michel Barnier

French Government Minister, Parliamentarian, Senator, European Commissioner, Brexit Negotiator, Advisor to EU President Ursula von der Leyen

He will speak to the Club (in French) on:

L’Europe en Questions

(not to be confused with L’Europe en Question!)

Brexit, climate change, migration, energy resources, defense, the war in Ukraine - Can Europe avoid the worst?  Its multi-faceted purpose and responsibilities have assured its lifeline in the past, but how about the future?

The myriad aspects of Europe’s existence as well as the founding charter of the EU (governance, environment, agriculture, manufacturing, defense, energy, immigration, language, culture) have been strengthened over the years. Is this sufficient to see Europe through the current crises?

Join us to hear one of the former top French government officials and European commissioners speak on the Europe of today, with its many issues, both internal and external.

Born into a Gaullist family in the French alps, Michel Barnier graduated from ESCP in 1972. He went on to serve on the staff of various Gaullist ministers before being elected in 1978 at age 27 to the French National Assembly where he served until 1993. Mr. Barnier then worked in various Cabinet positions under Jacques Chirac, including Secretary of State for European Affairs. In 1995 he was elected Senator and served until 1999.

From 1999 to 2004, Michel Barnier served as European Commissioner for Regional Policy. While holding various ministerial posts under Prime Minister Raffarin and Presidents Mitterrand, Chirac and Sarkozy, Mr. Barnier also acted as a special advisor to the President of the European Commission.

After leading the UMP list for Île-de-France in the 2009 European Parliamentary election, Michel Barnier became European commissioner for International Market and Services where he handled many important issues, such as the reform of the financial sector, the banking union, and the digital single market.

From 2015 Mr. Barnier served as special advisor on Europe defense policy to the President of the European Commission, Jean-Claude Juncker. In 2016 he became the chief negotiator with the UK over leaving the European Union and again in 2020 for the Trade Deal negotiation between the UK and the European Union.  In 2021 Michel Barnier was appointed special advisor to President Ursula von der Leyen to oversee the implementation of the EU-UK Trade & Cooperation Agreement.
